particle board as it is noticeably aggregate in nature. Does this looser
material also require a 4mm pilot?

Yes, 4mm will do okay too. More care should be taken with tightening them though...

There is a problem with the tyrofoam panels. The drawing shows 8 panels
and the legend says that 8 panels are required. 7 panels were supplied for
each side. There are 7 arrows on the drawing but 8 panels are drawn and 8
make sense as far as balance goes. What can we do about this?

If I recall correctly then you were going to build the Basic enclosures, these only need 7 panels each enclosure, hence the reaon why you only received that amount.
